Heat Gone For Now; Soaker To South, Too Dry To North

That cold front, or pair of cold fronts came through Vermont on schedule Sunday and I'm sure you can feel the improvement out there.

Enjoy it, because this fresh air is only temporary.  Unfortunately, a nice soaker of a rain is going to mostly miss northern Vermont, which could use a good dousing. 

As expected, the cold front has gotten hung up in southern New England on into the Ohio Valley. Little disturbances rippling along the front will create a storm day from Kentucky to southern New England.

Flood watches are up for a good stretch between Tennessee and the New York City area. Strong storms could also cause some damaging wind gusts and perhaps a brief spin up tornado in this stretch, too.

The soaking rains will work their way up into southern Vermont, but will struggle to reach the north.  North of Route 2, there will be less than a tenth of an inch of rain.

This July is shaping up to be much like last July. It's been quite hot and dry across northern areas (though not as hot as last July, thank goodness.)  Like last July, the heavy rain and flooding has been going on from southern New England into the Middle Atlantic States.

The comfortable weather up here in northern New England looks like it won't last as long as originally hoped. The temperature will start to creep up starting Thursday. By the weekend, it's going to be quite warm and humid again, but not as bad as it's been the past couple of days.

Right now, early indications are that temperatures will be in the mid to upper 80s over the weekend, with somewhat sticky dewpoints in the mid-60s. (A dewpoint over 60 is a wee bit humid, over 70 and it's oppressive, so we'll be somewhat in the middle.)

As usual, people are wondering if the recent heat had anything to do with climate change. That climate change might have influenced the heat wave and made it a little worse, but heat waves do happen in the summer, as we all know.

Nights during this heat wave were the worst, and set some records. Boston only got down to 83 degrees Sunday tying the record there for the highest minimum temperature for any date.

Heat waves seem to have gotten more humid in recent decades. I think part of it might be climate change, as a warmer general atmosphere can hold more water, making it more humid. Another reason for the increase in humidity is probably land use.

During the epic dust bowl heatwaves of the 1930s, which brought by far the highest temperatures on record to the Great Plains and parts of the Midwest, poor agricultural practices led to a rather barren landscape.

With less vegetation, there was less humidity due to reduced transpiration from plants.  Temperatures in the 1930s soared well into the 100 to 120 range in the middle ofthe country, but dew points during the worst heat waves were in the dry 50s for the most part. Lower dew points can create higher daytime high temperatures but lower overnight lows.

Nowadays, places like Iowa are wall to wall corn and soybean fields, which means lots of plant transpiration adding water to the air. The biggest hot spells of the summer now can bring dew points as high as 80 degrees to Iowa. That happened there this past Friday and Saturday, for instance.

I'm not aware of any particular research into this, but I'm guessing heat waves in Vermont were generally not as humid a century ago as they are now. Again, climate change would be a a part of that but land use is probably playing a sizeable role. 

In the 19th century, as little as 35 percent of Vermont was forested, as people cut down swaths of trees for pastureland. Today, the Green Mountain State is roughly 75 percent forested. That's a lot more leaves adding water (and oxygen!) to the atmosphere.

That possibly translates to higher summer humidity.

Just don't start cutting trees to make it less humid. It ain't worth it.

Time To Permanently Move People From Flood Prone Lyndonville Neighborhood

According to a flood warning issued overnight from the National Weather Service office in South Burlington, Vermont, they were evacuating a mobile home park in Lyndonville due to flooding.

As far as I know, this was the only spot in Vermont that had significant flooding from the rains that fell yesterday and last night.

Apparently, some sort of ice jam has created the flooding there.

This is the second time within a month this mobile home park was evacuated due to flooding. The same thing happened on February 25 and 26 during a heavy rain storm then.

The area around Route 5 and Route 114 in Lyndonville in one of the most notorious flood prone spots  in Vermont.

 Like Route 73 near Brandon,  Boston Post Road in Enosburgh  and North Williston Road between Essex and Williston, you can count on that spot in Lyndonville going under water every time we have heavy rain, snow melt or ice jams in the Green Mountain State.

Most of those places, we can deal with it. Motorists take a detour, and in the case of Brandon, Enosburg and Williston, homes tend not to be affected by the high water.

This isnt true in Lyndonville. The Northeast Kingdom Mobile Home Park is right near the intersection of  Routes 5 and 114 in Lyndonville.  Every time I turn around it's being evacuated due to flooding. This has to be incredibly difficult for the people who live there.

Plus, local services like the Red Cross are strained every time they have to open emergency shelters. Firefighters need to be called out every time to help get people out of harm's way. This is a drain on personnel and budgets.

Mobile home parks, by definition low income housing, are often placed in bad places, like flood plains It would make sense to move the mobile home park away from the very frequent floodwaters.

Lower income people are least prepared to recover from flood damaged homes and cars. Even the ones whose homes escape the flooding often have to evacuate, and that might necessitate a sick day from work. In many cases, if you don't work, you don't get paid. (Although Vermont is on the brink of enacting a law that mandates paid sick leave, thank you Leggie and Gov Shumlin!)

I, and a lot of people, would love to see Lyndonville's Northeast Kingdom Mobile Home Park moved, so the residents there won't have to evacuate practically every time it rains

Here's the problem: It makes infinite sense to move the mobile home park, but where? Where is there land to establish a new mobile home park?  I also imagine there's some mobile homes there in Lyndonville that can't be moved anyway. They're so old they're no longer mobile.

It's a safe bet that most of the people in this mobile home park can't just plunk down some cool cash this afternoon and buy a newer, safer mobile home, a house on high ground, or an apartment no where near a flood plain.

I don't have a good policy prescription for the Northeast Kingdom Mobile Home Park. But it's long past the time where smart people need to put their heads together to figure out how to let these residents live affordably in a high, dry spot.

There's an added factor: Rain storms have tended to get heavier and more destructive in Vermont and recent decades. Climatologists say these type of intense, flooding rains will continue to get more frequent as the Earth warms. That means this problem in the Northeast Kingdom isn't going away, and has a good chance of getting even worse

Let's relegate the intersection of Route 5 and 114 in Lyndonville to the status of one of those flood prone spots that doesn't really affect anybody, and doesn't disrupt lives time and time again.

Epic Flooding Kills Close To 300 In India; Largely A Man Made Disaster

A lot of you may never have heard of Chennai, India, but it's the nation's fourth largest city, a tech hub, and now a disaster zone because of incredible rains and flooding.

Extreme flooding there this week has killed at least 270 people, cut off millions from basic services and inundated most of the city, including the airport.

November was Chennai's wettest month on record, wit 47 inches of rain, and another 11 inches opened the month of December, triggering the flooding. Eleven inches in one day is more than the city usually gets in the entire month of December.

Flooding is common around Chennai, but this was by far the worst. Meterologists say a combination of a strong northeast monsoon, caused by the record strong El Nino, combined with record warm temperatures in the Indian Ocean waters, helped trigger the flooding. 

Warm ocean water creates more evaporation into the atmosphere, potentially triggering heavier rain than would otherwise occur. Many scientists say climate change is contributing to warmer ocean waters in many parts of the world.

I can't with a straight face blame global warming for the Chennai floods, but it's possible it was one of many contributors. Probably not the main contributor, though.

It's difficult if not impossible to say what role, if any, climate change has on a particular weather event. I can only say global warming increases the liklihood of extreme precipitation in many parts of the world.

That's not to say the flooding wasn't man-made. The Los Angeles Times says Chennai's network of lakes, rivers, canals, swamps and marshlands that used to absorb rainwater or diverted it into the ocean has been replaced by housing, businesses, malls, parking lots and other development. So the torrential rains couldn't soak into the wetlands, and instead poured through populated areas.

A similar flood in Mumbai in 2005, which killed about 1,000 people, was also blamed on overdevelopment that destroyed wetlands and replaced them with concrete. Again, rainwater could not be absorbed as a result.

Water has receded over the past day in Chennai, but forecasters warn of more downpours there over the next few days.
